The story of the Puerto Rican people is unique in the history of US immigration, just as Puerto Rico occupies a distinctive--and sometimes confusing--position in the nation's civic fabric. Puerto Rico has been a possession of the US for more than a century, but it has never been a state. Its people have been US citizens since 1917, but they have no vote in Congress. As citizens, the people of Puerto Rico can move throughout the 50 states just as any other Americans can--legally, this is considered internal migration, not immigration. However, in moving to the mainland, Puerto Ricans leave a homeland with its own distinct identity and culture, and the transition can involve many of the same cultural conflicts and emotional adjustments that most immigrants face. Some writers have suggested that the Puerto Rican migration experience can be seen as an internal immigration--as the experience of a people who move within their own country, but whose new home lies well outside of their emotional home territory. At first, few Puerto Ricans came to the continental US at all. Although the US tried to promote Puerto Rico as a glamorous tourist destination, in the early 20th century the island suffered a severe economic depression. Poverty was rife, and few of the island's residents could afford the long boat journey to the mainland. In 1910, there were fewer than 2,000 Puerto Ricans in the continental US, mostly in small enclaves in New York City, and twenty years later there were only 40,000 more. After the end of the Second World War, however, Puerto Rican migration exploded. In 1945, there had been 13,000 Puerto Ricans in New York City; Over the next decade, more than 25,000 Puerto Ricans would come to the continental US each year, peaking in 1953, when more than 69,000 came. The continuing depression in Puerto Rico made many Puerto Ricans eager for a fresh start, and US factory owners and employment agencies had begun recruiting heavily on the island. In addition, the postwar years saw the return home of thousands of Puerto Rican war veterans, whose service in the US military had shown them the world. But perhaps the most significant cause was the sudden availability of affordable air travel. After centuries of immigration by boat, the Puerto Rican migration became the first great airborne migration in US history.

To be "illegitimate" was to be shamed and shunned and labeled as immoral. The belief that children born out of wedlock posed significant social and public health problems was widespread. In the case of mixed race children, perceptions of illegitimacy were compounded by legal segregation in education, housing, employment, and voting. Recall that it wasn't until 1965 that The National Voting Rights Act was passed to outlaw discriminatory voting practices that had been responsible for the widespread disenfranchisement of African Americans. Laws against interracial marriage and interracial sex existed in several US states and US territories until a Supreme Court decision in 1967. With racial unrest at its peak, the Dunham's wanted to move as far away as possible from their predominantly white conservative community to allow Ann to have her illegitimate child in relative obscurity. So the Dunham's abruptly moved to the new state of Hawaii (Aug of 1959) where whites were the minority and a mixed race child would be more accepted. In a 1959 interview with the Honolulu Star-Bulletin, Obama Sr. described the absence of racial prejudice in Hawaii as "unique." Obama Sr's perceptions of race relations in Hawaii were that he thought it "rather strange ... even rather amusing, to see Caucasians discriminated against here." In the early 1960's there were noticeable very few African Americans on the streets of Honolulu, and Obama Sr. Ann Dunham, in an effort to legitimize her mixed race baby, would have sought out one of the only black men on the island to convince him to use his name. was likely pressed into service as father and husband in name only. had no moral objections because to gain recognition in the Kenyan community, one needed to be polygamous. Polygamy enhanced your status, and symbolized that you were a wealthy man. was being paid by a key member of the Laubach Literacy Institute (LLI). The LLI had links to the Nation of Islam and embraced a Pan-African styled philosophy. Pan-Africanism is a sociopolitical world view, and philosophy, as well as a movement, which seeks to unify both native Africans and those of the African descent, as part of a "global African community". This separatist style philosophy was embraced by Malcolm X and the NOI and is still being preached at Trinity Church in Chicago famously by former leader Rev. LLI's even more ambitious goal was to make the concept of sovereign nations with borders obsolete. This would be done through "peaceful social change" as stated on their website. Note Section 1 - The Legislature All legislative Powers herein granted shall be vested in a Congress of the United States, which shall consist of a Senate and House of Representatives. Section 2 - The House The House of Representatives shall be composed of Members chosen every second Year by the People of the several States, and the Electors in each State shall have the Qualifications requisite for Electors of the most numerous Branch of the State Legislature. No Person shall be a Representative who shall not have attained to the Age of twenty five Years, and been seven Years a Citizen of the United States, and who shall not, when elected, be an Inhabitant of that State in which he shall be chosen. Enumeration shall be made within three Years after the first Meeting of the Congress of the United States, and within every subsequent Term of ten Years, in such Manner as they shall by Law direct. The Number of Representatives shall not exceed one for every thirty Thousand, but each State shall have at Least one Representative; chuse three, Massachusetts eight, Rhode Island and Providence Plantations one, Connecticut five, New York six, New Jersey four, Pennsylvania eight, Delaware one, Maryland six, Virginia ten, North Carolina five, South Carolina five and Georgia three. Treason, Felony and Breach of the Peace, be privileged from Arrest during their Attendance at the Session of their respective Houses, and in going to and returning from the same; and for any Speech or Debate in either House, they shall not be questioned in any other Place. Emoluments whereof shall have been increased during such time; and no Person holding any Office under the United States, shall be a Member of either House during his Continuance in Office. Section 7 - Revenue Bills, Legislative Process, Presidential Veto All bills for raising Revenue shall originate in the House of Representatives; Every Bill which shall have passed the House of Representatives and the Senate, shall, before it become a Law, be presented to the President of the United States; If he approve he shall sign it, but if not he shall return it, with his Objections to that House in which it shall have originated, who shall enter the Objections at large on their Journal, and proceed to reconsider it. If after such Reconsideration two thirds of that House shall agree to pass the Bill, it shall be sent, together with the Objections, to the other House, by which it shall likewise be reconsidered, and if approved by two thirds of that House, it shall become a Law. But in all such Cases the Votes of both Houses shall be determined by Yeas and Nays, and the Names of the Persons voting for and against the Bill shall be entered on the Journal of each House respectively. Section 9 - Limits on Congress The Migration or Importation of such Persons as any of the States now existing shall think proper to admit, shall not be prohibited by the Congress prior to the Year one thousand eight hundred and eight, but a tax or duty may be imposed on such Importation, not exceeding ten dollars for each Person. No Preference shall be given by any Regulation of Commerce or Revenue to the Ports of one State over those of another: nor shall Vessels bound to, or from, one State, be obliged to enter, clear, or pay Duties in another. No Money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law; and a regular Statement and Account of the Receipts and Expenditures of all public Money shall be published from time to time.
