           That said, the group of people most responsible for this
           disaster are the citizens of NO that stayed in a below-sea-level
           bowl with an approaching category 5 hurricane (20 ft storm
           surge and 160+ mph winds).  Certainly you have compassion on
           the small fraction of elderly that were incapable of leaving,
           but besides them, these morons of NO created a massive
           humanitarian disaster that the US taxpayer now has to pay to
           clean up.  Next in the line of blame are the inept local and
           state officials.  There is a very specific chain of command
           in disaster response which starts with local authorities. By law
           Federal government can only respond at the request of a state,

           the ball and should have recognized the scale of the impending
           disaster because of the incompetence of the local authorities.
           Moral of the story: people who rely of the government to
           rescue them from a telegraphed natural disaster are going
           to be disappointed.

              strong and effective under Clinton.  Dubya weakened FEMA and
              transferred primary responsibility for natural disasters to the
              states.  If a state can't hack it, then is it Dubya's fault for
              not ensuring a proper transition, or the state's fault for
              dropping the ball?

"The Bush administration has apparently transformed FEMA from a professio nal, world-class emergency responder into a dumping ground for former ca mpaign staff and political hacks," said Rep. FEMA also is hampered by several midlevel and regional director's jobs cu rrently held by acting directors. "Just like our military, FEMA should be immune to this kind of political staffing. It should be run by career emergency response professionals," Maloney added. Traditionally, the Commerce and Labor departments have long been Washingt on's dumping ground for presidential pals and campaign operatives - not the disaster relief agency. Government sources blame Bush's first FEMA director, Joe Allbaugh, with t urning FEMA into a patronage shop. He was chief of staff when Bush was Texas' governor and later headed the 2000 Bush-Cheney campaign. "He stacked the deck with political appointees," a knowledgeable source s aid of Allbaugh, who had a reputation for running an efficient FEMA oper ation until he left the job in March 2003. FEMA Directors The Federal Emergency Management Agency - a former independent agency tha t became part of the new Department of Homeland Security in March 2003 - is tasked with responding to, planning for, recovering from and mitigat ing against disasters. FEMA can trace its beginnings to the Congressiona l Act of 1803. This act, generally considered the first piece of disaste r legislation, provided assistance to a New Hampshire town following an extensive fire. In the century that followed, ad hoc legislation was pas sed more than 100 times in response to hurricanes, earthquakes, floods a nd other natural disasters. By the 1930s, when the federal approach to problems became popular, the R econstruction Finance Corporation was given authority to make disaster l oans for repair and reconstruction of certain public facilities followin g an earthquake, and later, other types of disasters. In 1934, the Burea u of Public Roads was given authority to provide funding for highways an d bridges damaged by natural disasters. The Flood Control Act, which gav e the US Army Corps of Engineers greater authority to implement flood control projects, was also passed. This piecemeal approach to disaster a ssistance was problematic and it prompted legislation that required grea ter cooperation between federal agencies and authorized the President to coordinate these activities. The 1960s and early 1970s brought massive disasters requiring major feder al response and recovery operations by the Federal Disaster Assistance A dministration, established within the Department of Housing and Urban De velopment (HUD). Hurricane Carla struck in 1962, Hurricane Betsy in 1965 , Hurricane Camille in 1969 and Hurricane Agnes in 1972. The Alaskan Ear thquake hit in 1964 and the San Fernando Earthquake rocked Southern Cali fornia in 1971. These events served to focus attention on the issue of n atural disasters and brought about increased legislation. In 1968, the N ational Flood Insurance Act offered new flood protection to homeowners, and in 1974 the Disaster Relief Act firmly established the process of Pr esidential disaster declarations. However, emergency and disaster activities were still fragmented. When ha zards associated with nuclear power plants and the transportation of haz ardous substances were added to natural disasters, more than 100 federal agencies were involved in some aspect of disasters, hazards and emergen cies. Many parallel programs and policies existed at the state and local level, compounding the complexity of federal disaster relief efforts. T he National Governor's Association sought to decrease the many agencies with whom state and local governments were forced work. They asked Presi dent Jimmy Carter to centralize federal emergency functions. President Carter's 1979 executive order merged many of the separate disas ter-related responsibilities into a new Federal Emergency Management Age ncy (FEMA) Among other agencies, FEMA absorbed: the Federal Insurance A dministration, the National Fire Prevention and Control Administration, the National Weather Service Community Preparedness Program, the Federal Preparedness Agency of the General Services Administration and the Fede ral Disaster Assistance Administration activities from HUD. Civil defens e responsibilities were also transferred to the new agency from the Defe nse Department's Defense Civil Preparedness Agency. Macy emphasized the similar ities between natural hazards preparedness and the civil defense activit ies. FEMA began development of an Integrated Emergency Management System with an all-hazards approach that included "direction, control and warn ing systems which are common to the full range of emergencies from small isolated events to the ultimate emergency - war." The new agency was faced with many unusual challenges in its first few ye ars that emphasized how complex emergency management can be. Early disas ters and emergencies included the contamination of Love Canal, the Cuban refugee crisis and the accident at the Three Mile Island nuclear power plant. Later, the Loma Prieta Earthquake in 1989 and Hurricane Andrew in 1992 focused major national attention on FEMA In 1993, President Clint on nominated James L Witt as the new FEMA director. The agency coordinated its acti vities with the newly formed Office of Homeland Security, and FEMA's Off ice of National Preparedness was given responsibility for helping to ens ure that the nation's first responders were trained and equipped to deal with weapons of mass destruction. Billions of dollars of new funding were directed to FEMA to help communit ies face the threat of terrorism. Just a few years past its 20th anniver sary, FEMA was actively directing its "all-hazards" approach to disaster s toward homeland security issues. In March 2003, FEMA joined 22 other f ederal agencies, programs and offices in becoming the Department of Home land Security. The new department, headed by Secretary Tom Ridge, brough t a coordinated approach to national security from emergencies and disas ters - both natural and man-made. About 2,500 full-time employees in the Emergency Preparednes s and Response Directorate are supplemented by more than 5,000 stand-by disaster reservists. As it has for more than 20 years, FEMA's mission remains: to lead America to prepare for, prevent, respond to and recover from disasters with a v ision of "A Nation Prepared." Hillary Clinton are blaming the Federal Emergency M anagement Agency for failing to respond adequately to the Hurricane Katr ina disaster. But FEMA didn't do much better under much less taxing conditions, when th e floods that followed Hurricane Floyd left tens of thousands stranded u p and down the Eastern seaboard, wondering what happened to federal resc uers. New Jersey, Virginia, North Carolina and Florida were hit hard when Floyd slammed the coast on Sept. It was the worst storm to hit the US in 25 years - yet it killed only 61 people. Clinton FEMA Director James Lee Witt won high marks for hurricane prepara tion, but the flood that followed swamped his agency. Jesse Jackson intervi ewed Witt on his CNN show "Both Sides Now" - and complained that flood v ictims were still suffering from a "misery index." "It seemed there was preparation for Hurricane Floyd, but then came Flood Floyd," Jackson began. "Bridges are overwhelmed, levees are overwhelmed , whole town's under water . Witt explained that the storm's devastation was unparalleled, prompting J ackson to ask what was being done for the thousands of families left hom eless by Floyd. Though nearly a month had passed since the storm first hit, Witt said his agency was just beginning to address the problem. "We're starting to move the camper trailers in," he explained. "It's been so wet it's been difficult to get things in there, but now it's going t o be moving very quickly. And I think you're going to see a -- I think t he people there will see a big difference over within this next weekend. " The Clinton FEMA Director came in for more criticism during another CNN i nterview - this time for failing to do a better job with Hurricane Floyd evacuation efforts. "I hate to do this to you so early in the morning," host Carol Lin began apologetically. This was the evacu ation scene out of Florida last year. And you can recall, some three-mil lion people in three different states were hitting the highways, jammed back-to-back trying to get away from the danger. And much of the local a s well as the federal government was criticized for this backup. What is being done this year to prevent something like this from happening agai n, keeping people out of harm's way?" Witt explained that evacuation problems were to be expected under such di re conditions. "It was very unusual when you had multiple states all eva cuating at the same time," he told CNN. "It was the first time that that has happened that way and it did clog the highways." While Witt's reputation remained largely intact after the Floyd fiasco, m ore than a few of the storm's thousands of flood victims complained that the agency had failed them. "I had heard FEMA was going to be downtown, so I got up early to get down there and get in line," one North Carolina woman told the Associated Pr ess, recounting her ordeal months after Floyd had passed. "The time came and nobody was there, just all these people waiting in line." "I had been let down so many times, I just lost it," the flood victim sai d "A friend of mine came walking up, and I just started toward her. Weeks after Floyd's floodwaters subsided, the suffering for many had yet to be addressed. "We passed hundreds of families sitting outside their now-uninhabitable h omes, with their water-soaked possessions spread out on their lawns," th e Raleigh's News & Observer noted on Oct. "Desperately picking through the mess for anything to salvage, most peopl e - particularly the elderly - seemed to be in a state of shock." "The larger towns had a visible FEMA and Red Cross presence," the paper s aid. "But in smaller towns it looked like utter confusion and despair - no one in charge, no one knowing what to do or where to go for help."
