It is academical law book on how state came to exist and explains different theories. Of course dominant in all ages has been, that people come together, to satiffy their needs better, thus having a sort of public contract. And that is not so different from a simple commercial company, where comemrsants (or citizens) form an entity that works better and is more powerful than each participant individually. It's nothing bad, just don't imagine state is something extraordinar.
