9/11    I once saw a vehicle buyback program that pays maybe $1000 for vehicles
        that fail the smog test?  Does anyone have a link for this?  I found
        http://www.baaqmd.gov/pln/grants_and_incentives/vehicle_buyback but
        only that's for vehicles that pass the smog test.  Thanks.

Public Notices spacer spacer spacer spacer graphic Vehicle Buy Back Program Information To reduce air pollution, the Bay Area Air Quality Management District's (Air District) Vehicle Buy Back Program (VBB) will pay $650 for an operating and registered 1987 and older vehicle. Vehicle dismantlers contracted by the Air District will scrap the vehicles. The VBB Program is a voluntary program that takes older vehicles off the road. The VBB Program is funded through the Air District's Transportation Fund for Clean Air (TFCA). For your vehicle to be eligible for the VBB Program, it must meet the Vehicle Status Requirements and the Vehicle Functional and Equipment Eligibility Inspection described below. If you think that your vehicle qualifies, call an Air District vehicle dismantler to schedule an appointment to sell your vehicle to the Program. The dismantler will verify your vehicles eligibility and provide you with the specific locations of their sites. The Air District includes all of Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, and Santa Clara counties, and the southern portions of Solano and Sonoma counties. Smog Checks must be performed as required by the DMV in order for the vehicle to be considered registered. A vehicle may also be eligible if the registration has lapsed for less than one-hundred-and-eighty-one (181) days during the previous twenty-four (24) months and all appropriate registration fees and late penalties have been paid to the DMV, provided that the vehicle is registered for at least ninety (90) days immediately prior to its date of sale to the VBB Program. But, if the Smog Check Inspection is performed in this sixty-one to ninety (61-90) day time frame, the vehicle must pass the inspection. Owners of vehicles requiring Smog Check Inspections will be required to submit documentation issued by a licensed Smog Check station demonstrating compliance with this requirement. The documentation must be submitted to the vehicle dismantler performing the functional and equipment eligibility inspection. If DMV registration data provide inconclusive results for an individual vehicle, then copies of the applicable vehicle registration certificate may be used. Vehicle Functional and Equipment Eligibility Inspection: The vehicle dismantler will only purchase your vehicle for the Vehicle Buy Back Program if it meets the following requirements: 1 The vehicle must have been driven to the dismantler site under its own power. G The vehicle must have one bumper and all side and/or quarter panels shall be present and in place. Vehicle drivability must not be affected by any body, steering or suspension damage. H One headlight, one taillight and one brake light shall be present and in place. In addition to the keyed ignition switch, ignition or fuel kill switch may be activated if required to start engine. The vehicle must start readily through ordinary means without the use of starting fluids or external booster batteries. The vehicle shall be driven forward for a minimum of 25 feet under its own power. The vehicle shall be driven in reverse for a minimum of 25 feet under its own power. Upon satisfactory completion of the inspection, the vehicle dismantler will issue a certificate of functional and equipment eligibility. Bureau of Automotive Repair Consumer Assistance Program. The Consumer Assistance Program is available for people who need financial assistance making repairs to their vehicle when it fails the Smog Check Inspection. For more information on the Smog Check Consumer Assistance Program options, call 1-800-952-5210. Vehicle Inventory for classic car collectors or others interested in purchasing 1987 and older vehicles or their parts that are intended for scrapping under this program. You may also call one of the Vehicle Dismantlers for an inventory of vehicles available for purchase.

Consumers may call the Department of Consumer Affairs, Consumer Information Center at (800) 952-5210. The Consumer Assistance Program (CAP) provides financial assistance for qualified consumers whose vehicles fail their biennial (every-other-year) smog check. The statutory authority for CAP is found in the Health and Safety Code and is implemented through regulations adopted by the Bureau of Automotive Repair (BAR). Participation in CAP programs is limited to available funds. CAP offers two options for consumers whose vehicles fail their biennial Smog Check: * Repair Assistance: Qualified consumers can receive financial assistance toward emissions-related repairs to help their vehicles pass their smog check inspection. Approved applicants must take their vehicles to a Gold Shield repair station for repairs. Gold Shield stations are licensed smog check facilities that are independently owned and under contract with the State of California. A copayment is required and will be applied toward diagnosis and emission-related repairs. The CAP application includes an income eligibility table to help consumers determine if they meet the income requirements. If your Department of Motor Vehicles registration notice requires a test at a Test Only or Gold Shield station, and your vehicle fails, you may qualify for financial assistance toward emissions-related repairs at a Gold Shield repair station. A copayment is required and will be applied toward diagnosis and emission-related repairs. There are no income or Directed Vehicle eligibility requirements. Approved applicants must take their vehicle to an authorized dismantler. The vehicle must pass a visual and operational inspection before it is retired. Do not have any repairs done to your vehicle until you are notified that your application has been approved. If you applied for repair assistance, you will then receive an approval letter and a list of participating Gold Shield stations. If you applied for vehicle retirement, you will receive an approval letter and a list of contracted dismantlers.
