but what i hate are Bush's policies. it doesn't really matter
whether he's the evil mastermind behind the policies or a
cretinous sock puppet with Dick Cheney's hand shoved up his ass
making his mouth move (though i tend to suspect the latter).
regardless, i'm delighted when supporters of his policies get
voted out of office.

Yes, Bush continued it but his administration sure as hell
didn't come up with the idea. Should Clinton be tried for
that? If you don't think so or you have some other
rationalization then you suffer from BDS. There is no cure.

This from Reuters: FRIGATE BAY, St Kitts and Nevis, June 18 (Reuters) - Mali's natural resources do not include whales, yet the dusty, landlocked, sub-Saharan country has a vote in the International Whaling Commission, which is fighting this week over whether the giant mammals may be hunted. The inclusion of landlocked nations like Mali and Mongolia in the IWC has fueled accusations that pro-whaling Japan has been using foreign aid to persuade friendly countries to join and help it try to overturn a 1986 ban on commercial whaling. But the growing ranks of the world whaling body, which started in 1946 with 15 members and now has 70, is not due to pro-whaling nations alone. "There are more landlocked countries against whaling than in favor of whaling," said Rune Frovik, secretary of the High North Alliance, a Norwegian pro-whaling lobby group. "By our count, there are six of theirs, two of ours," Frovik said at the commission's annual meeting in the Caribbean island state of St Kitts and Nevis, which ends on Tuesday. Pro-whaling Mali and Mongolia have consistently voted with Japan in the IWC in its campaign to resume whale hunting. On the other side, Austria, the Czech Republic, Luxembourg, Slovakia, Switzerland and tiny San Marino oppose Japan and its allies at every turn. "Whales aren't the property of coastal states," said Patrick Ramage of the International Fund for Animal Welfare, defending the role of anti-whaling nations. "They're a global resource that have special status under international law." There is little common ground between conservation groups, which want all whales protected, and pro-whaling nations which believe that some whale species are no longer endangered and can be hunted in a sustainable way. Heri Coulibaly, Mali's representative at the IWC, said his country was a signatory to many international conventions and had a right and a duty to play a part in global affairs. Pavla Hycova, the Czech Republic's representative at the IWC, said her country was invited to join by anti-whaling nations, including the United States and Germany. The invitation coincided with increasing public pressure on her government to help protect the Earth's largest creatures. As debate becomes more heated, the Czech vote and voice had become more important, she said. Caribbean island states, which have become a powerful block of support for Japan, angrily reject claims that their votes had been bought in eschange for Japanese funding for fish processing plants and other infrastructure. Such accusations sprung out of colonial and racist attitudes, said Edwin Snagg, the IWC commissioner for St Vincent and the Grenadines. British ministers have signed up Croatia, Slovenia, Cyprus and Greece to join an anti-whaling coalition at the International Whaling Commission's annual conference, which begins today in Anchorage, Alaska. Two more anti-whaling nations, Costa Rica and Peru, have also been persuaded by Britain to pay their membership dues to allow them to vote. Advertisement The initiative potentially tips the balance against Japanese diplomacy aimed at lifting the 25-year-old moratorium on commercial whaling. Japan is seeking to reverse resolutions to protect whales, to weaken conservation measures and to encourage the trade in whale products. To the horror of more than 150 international anti-whaling groups, pro-whaling countries led by Japan gained a simple majority of votes at the IWC meeting last year, but not the 75% required to guarantee a return to commercial whaling. Britain and its allies are now making a concerted attempt to reverse even last year's simple majority. Japan has been accused of using multi-million-dollar fishing aid packages to swing the IWC. All three countries, which were not members of the IWC before, voted with Japan at the conference. Britain's efforts to win the voting maths are being helped by Lord Ashcroft, a major donor to and treasurer of the Conservative party from 1998 to 2001, who has commissioned a television advertising campaign voiced by the newsreader Sir Trevor McDonald which he hopes will persuade six small Caribbean countries to switch sides and oppose Japan at the meeting. The environment minister Ben Bradshaw said: "We hope our diplomacy will be enough but we won't actually know until the meeting starts. You do not know exactly who will turn up at the IWC meetings. The Japanese government, which intends to kill 50 endangered humpback whales and nearly 1,000 others for "scientific" purposes in the Antarctic whale sanctuary this year, is expected to respond to Britain's diplomatic push by trying to persuade other countries to join the IWC. Yesterday the British government repeated allegations that Japan bribed small countries with aid money. They are clearly linked to whaling votes," said Mr Bradshaw. Japan strongly denied using aid money to influence whaling votes, arguing that it was one of the largest aid givers in the world and supported these countries for other reasons. However, critics point out that many of the commission's newest members have no history of whaling and several, including Mongolia and Mali, have no coastlines. It has been estimated that Japan has given more than $750m in fisheries aid to what are now pro-whaling countries in the last 12 years. Lord Ashcroft, who has business links with Belize, a whaling country in central America, is trying to win over Antigua, Dominica, Grenada, St Kitts, St Lucia, and St Vincent. Last year they received nearly $300m from Japan, much of it in the form of fisheries aid. Earlier this year, Japan invited all 72 IWC members to Tokyo to prepare the organisation for a return to commercial whaling and trade. It is believed that it paid for most of its 21 small-country allies to attend. Some 26 anti-whaling countries, including the UK, New Zealand, Australia, the US and Argentina, boycotted the meeting, which was not sanctioned by the IWC. Part of Britain's diplomatic push has been a brochure produced by the Department for the Environment, Food and Rural Affairs with a foreword by Sir David Attenborough and Tony Blair. It was sent earlier this year to 60 countries which are not members of the whaling commission but which British diplomats had identified as possible waverers. It is understood there was concerted lobbying of new EU countries and Turkey, which is eager to join the EU and has long been supported by Britain. Collective action by nations across the globe is needed to protect whales for future generations," Sir David wrote in the brochure. For that reason, in the 600 words left in this column, I will try to craft my own "Idiots Guide to Chinagate," dedicated to all those busy folks like you and me whose attention span tends to peter out after about 750 words. She declassified 11 million pages of data on US nuclear weapons and loosened up security at weapons labs. Federal investigators later concluded that China made off with the "crown jewels" of our nuclear weapons research under Clintons open-door policy probably including design specifications for suitcase nukes. Meanwhile, Clinton and his corporate cronies raked in millions. In his book "The China Threat," Washington Times correspondent Bill Gertz describes how the system worked. Defense contractors eager to sell technology to China poured millions of dollars into Clinton's campaign. Janet Reno and other counterintelligence officials stood down while Lockheed Martin, Hughes Electronics, Loral Space & Communications and other US companies helped China modernize its nuclear strike force. We want to see him re-elected," former Chinese intelligence chief Gen. Indeed, Chinese intelligence organized a massive covert operation aimed at tilting the 1996 election Clinton's way. Clinton's top campaign contributors for 1992 were Chinese agents; his top donors in 1996 were US defense contractors selling missile technology to China.
