        hour rule (receiving written copy of testimony 48 hrs before hearing)
        for a 24 hour rule.  Then he failed to submit his testimony until this
        morning, a few hours before the hearing.  Oh, and then the Dems got it
        hours before the Repubs.

The DNC describes the firings of eight US prosecutors, not as a crime, but as a politically motivated "scandal." The DNC finds it outrageous that Alberto Gonzales discussed the firing of US attorneys while he was still serving as White House counsel. And the DNC points to another email indicating that Karl Rove also was "involved in discussions about firing the prosecutors as early as Jan. " Some conservatives have said all along that the Democrats won't stop when they've forced Gonzales' resignation, because they're really out to dismantle and destroy the Bush administration, any way they can. com) - President Bush said Tuesday he will allow Attorney General Alberto Gonzales, presidential adviser Karl Rove, and other "key staff" to discuss the dismissal of eight US attorneys with members of Congress -- but not under oath. Bush also warned against a "partisan fishing expedition" from Democrats looking to score "political points." The White House is giving the Senate access to "an unprecedented variety of information about the process used" to decide which US attorneys to replace, the president said during a press conference. com) - The Senate on Tuesday voted 94-2 to pass a bill designed to "preserve the independence" of US attorneys by barring the attorney general from appointing US attorneys to serve for indefinite periods without Senate confirmation. The bill stipulates that if the president has not sent a nominee to the Senate for confirmation within 120 days, the district court in the relevant district will have the authority to appoint an interim US attorney. Gore's testimony was given to Committee members just one minute before his scheduled House appearance and mere hours before his scheduled Senate appearance. Gore first demanded to be granted an unprecedented 30 minute opening statement to the Senate EPW Committee for Wednesday's (March 21) global warming hearing scheduled for 2:30 pm ET. But then Gore demanded a waiver of the EPW committee's 48 hour rule that requires all witnesses before EPW to submit their testimony in advance. The GOP minority on the EPW committee then agreed to waive the 48 hour rule in favor of allowing Gore to submit his testimony 24 hours before the hearing. But in a breaking news development on Capitol Hill -- the former Vice President has violated the new 24 hour deadline extension by failing to submit his testimony - even with the new time extension granted to Gore. As of 8pm ET Tuesday evening, the testimony still has not been received by EPW, a clear violation of committee rules. The word on Capitol Hill says not to expect Gore's testimony to the Senate EPW committee until Wednesday (March 21) -- the day of the hearing. It appears that Gore does not believe the same rules apply to him that apply to every other Senate EPW witness. The question looms on Capitol Hill: Is Gore delaying the submission of his testimony until the very last moment because he fears it will give members of the EPW committee time to scrutinize it for accuracy?

He returned today as the subject of an Oscar-winning film about global warming. His reception befitted a celebrity more than a politician. The House hearing room where he testified was so crammed with members of the two committees holding a joint hearing that some of them had to sit in seats ordinarily reserved for the public. swf&clipId=1313755&autoStart=false&mute=false That left few seats for the public, and a sign on the hearing-room door read, "Line starts around the corner." But not all arms were open to the former vice president. Joe Barton (R-Texas) needled him for not providing his written testimony sooner, as Barton said Gore, a House member before moving on to the Senate and the vice presidency, should have known. "How are we supposed to prepare questions for our esteemed witness when we're given the testimony two hours before he shows up?" And another Texas Republican, Ralph Hall, raised a spirited defense of the energy industry, warning that tough new regulation to limit emissions of greenhouse gases would hurt the economy and leave the US vulnerable to foreign suppliers. Democratic committee member Bart Gordon, who now holds Gore's Tennessee House seat, recalled an old song, "I was a country boy when country was cool," a reference to Gore's efforts years ago to call attention to global warming. Gore himself admitted to strong emotions as he sat in the witness seat before a committee--Science and Technology--on which he served as a House member. Speaking at length on subjects ranging from the polar ice caps to light bulbs, Gore delivered an impassioned appeal for congressional action. "This is the most dangerous crisis we've ever faced,'' he said gravely. With the zeal of a crusader, Gore, subject of the global-warming documentary "An Inconvenient Truth," launched into a comprehensive warning of what would happen to the planet if its population took a business-as-usual approach to emitting carbon dioxide and other greenhouse gases into the atmosphere. Gore said he had come to testify about "what I believe is a planetary emergency--a crisis that threatens the survival of our civilization and the habitability of the Earth." Striking a more optimistic note, he said, "There is a sense of hope in this country that the United States Congress will rise to the occasion to present meaningful solutions to this crisis." The former vice president and Democratic presidential nominee, who is being urged by many Democrats to run for president again next year, called for an immediate freeze on carbon emissions with a 90% reduction by 2050. Among his most controversial ways of getting from here to there were a pollution tax and a congressional moratorium on coal-fired power plants unless they included anti-pollution technology. After a lunch break Gore headed over to deliver a similar presentation before Senate Environment and Public Works Committee. Meanwhile, a skeptic on the issue delivered some cautions to the Senate panel. Gore's claims about the dangers of global warming are "wildly exaggerated," said Danish scientist Bjorn Lomborg, director of the Copenhagen Consensus Center, who challenged Congress to opt for "smart solutions." Complimenting Gore for focusing public attention on global warming, which he called real and man-made, Lomborg said in prepared testimony, "He has got carried away and come to show only worst-case scenarios" that are "unlikely to form the basis for a sound policy judgment." Specifically, said Lomborg, Gore's prediction that sea levels could rise 20 feet if Greenland and half of Antarctica melted is "simply positing a hypothetical and then in full graphic and gory detail showing us what, hypothetically, would happen."
