But the university first must raise $10 million, of which it has nearly $ 2 million. Officials plan to build a planetarium and a natural science museum, linke d by a covered walkway. The planetarium would have a 20-inch telescope under a retractable dome, along with smaller telescopes. Officials also want a solar telescope to project features of the sun on an outside wall where they could be seen by passers-by. University President Alexander Gonzalez projects the center could attract 25,000 visitors a year. The university's existing observatory is on the roof of the psychology bu ilding, where viewing suffers because of lights from the nearby sports s tadium. The new center is planned for a different, darker area of campus. Garcia, 53, of Auburn, is accused of murdering Wilson after a videotape s hows them leaving the casino together early Oct. A preliminary hearing is under way to determine whether Garcia should sta nd trial. Placer County Sheriff's Detective Don Murchison testified that Wilson and her boyfriend, Daniel Burlando, 30, of Sacramento, fought frequently, t o the point that both were arrested for assaulting each other earlier th is year. Burlando has been cleared of any involvement in her disappearan ce. Murchison said Wilson had been evicted from her parents' home, suffered f rom depression and had attempted suicide in February. The property's owners, a group of investors led by Sacramento developer S teve Gidaro, had pledged to preserve the farmland and open space, but th e county worried they would develop the land. Yolo County Superior Court Judge Timothy Fall ruled Wednesday in the coun ty's favor. "This will prevent the land from being squandered by the runaway growth a nd development we have seen throughout the Sacramento Valley," county Su pervisor Mike McGowan said.
