              July 2004, the Republican-dominated Senate Select Committee on
              Intelligence issued its report on flawed intelligence leading to
              the Iraq war. The blame for failure was squarely put on the CIA
              for "groupthink." (The Republicans quashed a promised second
              report on political pressure on the intelligence process.) The
              three-page addendum by the ranking Republicans followed the now
              well-worn attack lines: "The plan to send the former ambassador
              to Niger was suggested by the former ambassador's wife, a CIA
              employee." The CIA subsequently issued a statement, as reported
              by New York Newsday and CNN, that the Republican senators'
              conclusion about Plame's role was wholly inaccurate. But the
              Washington Post's Susan Schmidt reported only the Republican
              senators' version, writing that Wilson was "specifically
              recommended for the mission by his wife, a CIA employee,
              contrary to what he has said publicly," in a memo she wrote.
              Schmidt quoted a CIA official in the senators' account saying
              that Plame had "offered up" Wilson's name. Plame's memo, in
              fact, was written at the express directive of her superiors two
              days before Wilson was to come to Langley for his meeting to
              describe his qualifications in a standard protocol to receive
              "country clearance." Unfortunately, Schmidt's article did not
              reflect this understanding of routine CIA procedure. The CIA
              officer who wrote the memo that originally recommended Wilson
              for the mission--who was cited anonymously by the senators as
              the only source who said that Plame was responsible--was deeply
              upset at the twisting of his testimony, which was not public,
              and told Plame he had said no such thing. CIA spokesman Bill
              Harlow told Wilson that the Republican Senate staff never
              contacted him for the agency's information on the matter.

RAW STORY Copy of my testimony to be presented on Friday, 22 July 2005 before a joi nt session of Congressional Democrats. Neither Valerie, nor he r husband, Ambassador Joseph Wilson has asked me to do anything on their behalf. In the c ase of Valerie Plame she is facing a gang of bullies that is being direc ted by the Republican National Committee. I entered on duty at the CIA in September 1985 as a member of the Career Trainee Program. Senator Orin Hatch had written a letter of recommendati on on my behalf and I believe that helped open the doors to me at the CI A From the first day all members of my training class were undercover. In other words, we had to lie to our family and friends about where we w orked. We could only tell those who had an absolute need to know where w e worked. Most of us were given official cov er, which means that on paper we worked for some other US Government A gency. People with official cover enjoy the benefits of an official pass port, usually a black passport--ie, a diplomatic passport. If we were caught overseas engaged in espionage activity the black passport was a g et out of jail free card. It accords the bearer the protections of the G eneva Convention. Click Here Valerie Plame was a classmate of mine from the day she started with the C IA. At the time I only knew her as Valerie P Even though all of us in t he training class held Top Secret Clearances, we were asked to limit our knowledge of our other classmates to the first initial of their last na me. Her name did not become a part of my consciousness until her cover was betrayed by the G overnment officials who gave columnist Robert Novak her true name. That meant she agreed to operate overs eas without the protection of a diplomatic passport. She was using cover , which we now know because of the leak to Robert Novak, of the consulti ng firm Brewster-Jennings. When she traveled overseas she did not use or have an official passport. If she had been caught engaged in espionage activities while traveling overseas without the black passport she could have been executed. For starters, if she had not been undercover then the CIA would not have referred the mat ter to the Justice Department. Some reports, such as one in the Washingt on Times that Valerie Plames supervisor at the CIA, Fred Rustman, said s he told friends and family she worked at the CIA and that her cover was light. Rustman, who supervised Val in one of her earliest assignments, left the CIA in 1990 and did not stay in socia l contact with Valerie. He does no t know what she has done during the past 15 years. Val only told those with a need to know about her status in order to safe guard her cover, not compromise it. Val has never been a flamboyant, ins ecure person who felt the need to tell people what her real job was. She was content with being known as an energy consultant married to Joe Wil son and the mother of twins. Despite the repeated claims of representati ves for the Republican National Committee, the Wilsons neighbors did not know where Valerie really worked until Novaks op-ed appeared. I would note that not a single member of our training class has come forw ard to denounce Valerie or question her bona fides. To the contrary, tho se we have talked to have endorsed what those of us who have left the CI A are doing to defend her reputation and honor. As noted in the joint letter submitted to Congressional leaders earlier t his week, the RNC is repeating the lie that Valerie was nothing more tha n a glorified desk jockey and could not possibly have any cover worth pr otecting. To those such as Victoria Toensing, Representative Peter King, P J O'Rourke, and Representative Roy Blunt I can only say one thingyo u are wrong. I am stunned that some political leaders have such ignoranc e about a matter so basic to the national security structure of this nat ion. Robert Novaks compromise of Valerie caused even more damage. This not only compromised her cover company but potentially every individual overseas who had been in contact with that company or with her. Another false claim is that Valerie sent her husband on the mission to Ni ger. According to the Senate Intelligence Committee Report issued in Jul y 2004, it is clear that the Vice President himself requested that the C IA provide its views on a Defense Intelligence Agency report that Iraq w as trying to acquire uranium from Niger. The Vice Presidents request was relayed through the CIA bureaucracy to the Director of the Counter Prol iferation Division at the CIA. The Senate Intelligence Report is frequently cited by Republican partisan s as proof that Valerie sent her husband to Niger because she sent a mem o describing her husbands qualifications to the Deputy Division Chief. S everal news personalities, such as Chris Matthews and Bill OReilly conti nue to repeat this nonsense as proof. What the Senate Intelligence Commi ttee does not include in the report is the fact that Valeries boss had a sked her to write a memo outlining her husbands qualifications for the j ob. The decision to send Joe Wilson on the mission to Niger was made by Valer ies bosses. She did not have the authority to sign travel vouchers, issu e travel orders, or expend one dime of US taxpayer dollars on her own. Yet, she has been singled out by the Republican National Committee and its partisans as a legitimate target of attack. It was Karl Rove who tol d Chris Matthews, Wilsons wife is fair game. What makes the unjustified and inappropriate attacks on Valerie Plame and her reputation so unfair is that there was no Administration policy pos ition stipulating that Iraq was trying to acquire uranium in February 20 02. That issue was still up in the air and, as noted by SSCI, Vice Presi dent Cheney himself asked for more information. We went to war in Ira q on the premise that Saddam was reacquiring weapons of mass destruction . Joe Wilson was sent on a mission to Niger in response to a request ini tiated by the Vice President. Joe Wilson supplied information to the CIA that supported other reports debunking the claim that Saddam was trying to buy yellow cake uranium from Niger. When Joe went public with his in formation, which had been corroborated by the CIA in April 2003, the res ponse from the White House was to call him a liar and spread the name of his wife around. We sit here more than two years later and the storm of invective and smea r against Ambassador Wilson and his wife, Valerie, continues. I voted fo r George Bush in November of 2000 because I wanted a President who knew what the meaning of is was. I was tired of political operatives who spen t endless hours on cable news channels parsing words. I was promised a P resident who would bring a new tone and new ethical standards to Washing ton. The President has flip flopped and backed away from his promise to fire anyone at the White House implicated in a leak. We now k now from press reports that at least Karl Rove and Scooter Libby are imp licated in these leaks. Instead of a President concerned first and forem ost with protecting this country and the intelligence officers who serve it, we are confronted with a President who is willing to sit by while p olitical operatives savage the reputations of good Americans like Valeri e and Joe Wilson. Without firm action by President Bush to return to those principles he pr omised to follow when he came to Washington, I fear our political debate in this country will degenerate into an argument about what the meaning of leak is. We deserve people who work in the White House who are commi tted to protecting classified information, telling the truth to the Amer ican people, and living by example the idea that a country at war with I slamic extremists cannot expend its efforts attacking other American cit izens who simply tried to tell the truth. Wilson, while refusing to confirm his wife's employment, said the release to the press of her relationship to him and even her maiden name was an attempt to intimidate others like him from talking about Bush administr ation intelligence failures. "It's a shot across the bow to these people, that if you talk we'll take your family and drag them through the mud as well," he said in an interv iew. It was Wilson who started the controversy that has engulfed the Bush admi nistration by writing in the New York Times two weeks ago that he had tr aveled to Niger last year at the request of the CIA to investigate repor ts that Iraq was trying to buy uranium there. Though he told the CIA and the State Department there was no basis to the report, the allegation w as used anyway by President George W Bush in his State of the Union spe ech in January. Wilson and a retired CIA official said yesterday that the "senior adminis tration officials" who named Plame had, if their description of her empl oyment was accurate, violated the law and may have endangered her career and possibly the lives of her contacts in foreign countries. "When it gets to the point of an administration official acting to do car eer damage, and possibly actually endanger someone, that's mean, that's petty, it's irresponsible, and it ought to be sanctioned," said Frank An derson, former CIA Near East Division chief. A current intelligence official said that blowing the cover of an underco ver officer could affect the officer's future assignments and put them a nd everyone they dealt with overseas in the past at risk. "If what the two senior administration officials said is true," Wilson sa id, "they will have compromised an entire career of networks, relationsh ips and operations." What's more, it would mean that "this White House h as taken an asset out of the" weapons of mass destruction fight, "not to mention putting at risk any contacts she might have had where the servi ces are hostile." Deputy White House Press Secretary Claire Buchan referred questions to a National Security Council spokesman who did not return phone calls last night. "This might be seen as a smear on me and my reputation," Wilson said, "bu t what it really is is an attempt to keep anybody else from coming forwa rd" to reveal similar intelligence lapses. Novak, in an interview, said his sources had come to him with the informa tion. "They thought it was significant, they gave me the name and I used it." Wilson and others said such a disclosure would be a violation of the law by the officials, not the columnist. Novak reported that his "two senior administration officials" told him th at it was Plame who suggested sending her husband, Wilson, to Niger. A senior intelligence official confirmed that Plame was a Directorate of Operations undercover officer who worked "alongside" the operations offi cers who asked her husband to travel to Niger. But he said she did not recommend her husband to undertake the Niger assi gnment. were aware of who she was married to, which is not surprising," he sa id. "There are people elsewhere in government who are trying to make her look like she was the one who was cooking this up, for some reason," he said.

All RSS Feeds Leaks Probe Is Gathering Momentum By Mike Allen and Dana Milbank Washington Post Staff Writers Friday, December 26, 2003; Page A01 The Justice Department has added a fourth prosecutor to the team investig ating the leak of an undercover CIA officer's identity, while the FBI ha s said a grand jury may be called to take testimony from administration officials, sources close to the case said. Administration and CIA officials said they have seen signs in the past fe w weeks that the investigation continues intensively behind closed doors , even though little about the investigation has been publicly said or s een for months. Sign Up Now According to administration officials and people familiar with some of th e interviews, FBI agents apparently started their White House questionin g with top figures -- including President Bush's senior adviser, Karl Ro ve -- and then worked down to more junior officials. The agents appear t o have a great deal of information and have constructed detailed chronol ogies of various officials' possible tie to the leak, people familiar wi th the questioning said. The Justice Department has added a prosecutor specializing in counterinte lligence, joining two other counterintelligence prosecutors and one from Justice's Public Integrity section. Agents investigating the matter have been increasingly apparent at CIA he adquarters in Langley over the past three weeks, officials said. But sources said the CIA believes that people in the administration conti nue to release classified information to damage the figures at the cente r of the controversy, former ambassador Joseph C Wilson IV and his wife , Valerie Plame, who was exposed as a CIA officer by unidentified senior administration officials for a July 14 column by Robert D Novak. Wilson, a prominent critic of the administration over Iraq, has said that was done to retaliate against him for continuing to publicize his concl usion, after a 2002 mission for the CIA, that there was little evidence Iraq had sought uranium in Africa to develop nuclear weapons. Sources said the CIA is angry about the circulation of a still-classified document to conservative news outlets suggesting Plame had a role in ar ranging her husband's trip to Africa for the CIA. The document, written by a State Department official who works for its Bureau of Intelligence and Research (INR), describes a meeting at the CIA where the Niger trip by Wilson was discussed, said a senior administration official who has s een it. CIA officials have challenged the accuracy of the INR document, the offic ial said, because the agency officer identified as talking about Plame's alleged role in arranging Wilson's trip could not have attended the mee ting. CIA and State Departm ent officials have refused to discuss the document. On Monday, the Senate minority leader and the ranking Democrat on the Arm ed Services Committee sent a letter to Attorney General John D Ashcroft demanding more information about the probe. The senators said that it is an apparent conflict of interest for Ashcrof t to be briefed on the subject, and again requested a special counsel to prosecute the case, which Ashcroft has so far opposed. FBI agents have told people they have interviewed that they may be asked to testify before a grand jury, according to sources close to the case. That could indicate that prosecutors believe they have a case, or it cou ld be a routine method of getting testimony on the record even though no indictment is ever sought. White House officials profess to be unconcerned about the outcome of the investigation. Some administration officials said they believe charges w ill eventually result, although it could be as long from now as 2005. A Republican legal source who has had detailed conversations about the mat ter with White House officials said he "doesn't get any sense at all tha t they're worried or concerned, or that they're covering up." Still, the White House is eager for the findings to emerge soon, or wait until after the November election. "The only fear I've heard expressed i s that the investigation will be too slow or too fast and will kick into a visible mode in a way that is poorly timed for the election," the Rep ublican said. "If they prosecuted someone tomorrow, I don't think the Wh ite House would care. They just don 't want it to become an issue in the election." FBI agents showed up unannounced last week at the home of a private citiz en who was believed to have some knowledge of White House handling of Pl ame's identity, according to a source involved in the investigation. The source refused to identify the person who was interviewed, but said it was a man who had only peripheral knowledge of the case and had discusse d it with officials in the White House. The Senate Select Committee on Intelligence is also preparing a report th at is likely to cover both Wilson's mission to Niger and the subsequent leak of Plame's name. The report is still months from completion, offici als said. Capitol Hill aides in both parties said Wilson had badly hurt his credibi lity with his apparently enthusiastic participation in a spread in the J anuary issue of Vanity Fair that includes a glamorous photo of him and h is wife outside the White House, a scarf and dark glasses shielding her. In another photo in the magazine, she shields her face with the front s ection of The Washington Post as he eats breakfast barefoot on their dec k with the Washington Monument in the distance. Wilson is quoted as saying he is "appalled at the apparent nonchalance sh own by the president of the United States on this." The article includes Wilson's steamy account of his early romance with Plame. Congressional aides said the article bolstered the contention of Wilson's critics that no one had done more than him to draw attention to Plame, and that the couple had eagerly contributed to their celebrity. Wilson, in an interview, defended his participation in the glossy magazin e's article. "The Republicans are going to say anything to deflect atten tion from the crime, which was exposing a CIA operative," he said, addin g that his wife's "cover was completely blown" before the article appear ed. "My only regret about the Vanity Fair photo is that after all my wife and I have been through on this, that she had to be clothed as generic blon de in order to deal with the genuine concern that some wacko on the stre et might easily identify her," he said. George W Bush campaigned on restoring dignity to the White House. Click Here However, time and events have conspired to reveal a different attitude in the Oval Office. Today, this White House seems more accurately defined by a striking form of relativism, a willingness to twist the truth and a propensity to use power for personal and political advantage. Over the course of the last 5 years, transparency of government operation s has steadily eroded. Open access to information critical to our democracy has been replaced by closed-door meetings, and no-comment. The deepening scandal surrounding the leaked identity of Covert CIA Opera tive Valerie Plame is perhaps the most poignant example of this to date. One which has seriously compromised our National Security jeopardized the war on terror and placed the lives of a covert CIA operative and her co ntacts in danger. All for what so far appears to be a reprehensible act of political retrib ution. What we know at this point is that on July 14, 2003, the covert identity of a CIA agent was revealed to the American public by conservative comme ntator Robert Novak. As a direct result, an entire intelligence network was destroyed, and our ability to thwart another terrorist attack was recklessly compromised. We know that a State Department memo containing Valerie Plames identity w as marked as classified and circulated on June 10, 2003 under the direct ion of Undersecretary of State for Political Affairs, Marc Grossman. We know that the Secretary of State Colin Powell requested a copy of the memo the day after Ambassador Joe Wilsons op-ed discrediting the Adminis trations case for war in Iraq appeared in the New York Times. We know that on July 7, 2003, Secretary Powell took the memo on Air Force One where other senior Administration officials may have had access to it. We also understand that Press Secretary Ari Fleisher may have had access to the same document. That same day, Karl Rove, the Presidents Deputy Chief of staff and senior political advisor discussed the identity of Ambassador Wilsons wife wit h Time reporter Mathew Cooper. We also know that the Vice Presidents Chief of Staff, Scooter Libby, disc ussed Valerie Plames identity with reporters. Despite the information we have about the leak of Valerie Palmes identity , many questions remain: Aside from Karl Rove, Scooter Libby, Colin Powell and Ari Fleischer who e lse in the White House had access to the classified memo? Given that so many of the Presidents men had access to the memo, it is in cumbent upon Congress, the Special Prosecutor and the American People to ask the following difficult questions What did President Bush know about the Valerie Plame leak, and when did h e know it? Is it possible that he and Vice President Cheney, along with most of Bush s inner circle, could have known about this plot to exact retribution on Ambassador Wilson at the expense of national security? Is it possible that President Bush or Vice President Cheney could have be en involved themselves? These are tough, serious questions that must be addressed. And while we will not get to the bottom of these questions here today, it is my hope we will gain a more fundamental understanding of just how se rious this breach of national security was. A Senior White House official disclosed the identity of a covert CIA agen t- a statement of fact that is not disputed. It concerns the direct and gross abuse of power inside the walls of the W hite House at the highest levels. The United States Congress has a constitutional responsibility to conduct a full, bipartisan investigation into this matter immediately Like former Republican national Committee Chairman Ed Gillespie, I believ e the real-world implications of this abuse are far more serious than Wa tergate, and warrant the same level of scrutiny and investigation. It is the compromise of national securit y in a time of war. Before I close, I would like to address one other point which I believe i s particularly important. When it was confirmed that Valerie Plames identity was disclosed to repor ters from inside the White HouseThe President made a promise directly to the American people That he would fire anyone in his Administration involved in the leak. But last week, as his deputy chief of staff emerged as the primary culpri t, the President broke that promise. In one defining moment, the President of the United States took the offic ial stance that anything which isnt technically illegal is legitimate. In doing so, he unequivocally redefined the standard for service in the h ighest levels of government. Apparently, the actions of All the Presidents Men have only to meet the a bysmally low ethical threshold of not being a convictable crime in a cou rt of law, in order to be acceptable to our President. This is something that should deeply concern all my fellow Americans. Such a precedent inescapably opens the door to countless, unchecked abuse s of power in the very heart of our democracy. Unfortunately, these misguided priorities have come to define this White House. And as a result, have not only damaged national security, but have dimini shed the office of the Presidency. Yet, despite the gravity of these incidents, we have failed to receive th e answers demanded from the White House, and the pursuits for accountabi lity and justice have fallen by the wayside. Americans deserves more than no comm ent We owe it to Valerie Wilson, and to all of Americas courageous intelligen ce agents, to bring those who leaked her identity to justice.
