I don't recall if it got on the ballot, but it failed either way. I couldn't see how anyone could support something so transparently designed to facilitate voter fraud, but there were pleantly of young activists out telling us that it would never be used for evil.... \_ Please don't delete this. -dgies, !op \_ you seem surprised by this... it is endemic. There was no accountability whatsoever. You give you ID (driver's license or passport) and they let you vote. This has been going on for decades, why do you sound surprised? \_ What surprises me is not that it happens, what surprises me is how many people _support_ it. I personally think we should shoot anyone who attemts voter fraud. |

City officials, though, said late Friday there may be other explanations, such as voters who registered at the polls even though they had registe red in advance, or filled out cards to update flawed ones they had submi tted earlier. At the center of the issue is a process by which those who register on el ection day are sent postcards to confirm the address before they are ent ered onto permanent voting rolls. By law, Stone said, the process was to begin right after the election, th ough he says the cards were not sent until Jan. That leaves a gap of about 10,000, which he argues is evidence of serious problems. "The one fail-safe you have on these people is to the addresses on the ca rds," he said. It is unclear how many of the cards have been returned as undeliverable. Lisa Artison, executive director of the Election Commission, declined to comment on Stone's claims Friday night, saying she was not in the office and could not respond until Tuesday. City Hall is closed Monday for the Martin Luther King Jr. Patrick Curley, chief of staff to Mayor Tom Barrett, said the matter will be sorted out but questioned why Stone issued a news release before ask ing for more information. Curley took a similar view of a state Republican news release issued earl ier in the day that accused the Election Commission of foot-dragging on an open-records request. "Putting out a press release is easier than sorting it out," Curley said. Meanwhile, Citizens for Responsible Government said it will call for an i ndependent outside audit of all election functions, said Chris Kliesmet, a leader of the group. Barrett recently appointed a task force to review election processes. That group, which is to hold its first business session Friday, has been criticized for being made up of city employees and officials. Two staffers in the city comptroller's office, independent from the admin istration, have been added to the panel. Artison and the Election Commission have faced major criticism for the No v 2 election, which featured massive registration drives and a surge in absentee ballot requests and early voting. Among the problems: up to 20,000 registration cards that were not process ed in time; some people who requested absentee ballots did not receive t hem before the election; and 238 absentee ballots that were not delivere d in time to be counted on election day. At the city's request, the state later allowed those ballots to be counte d Nevertheless, a review of the election released this week by the Election Protection Coalition, which had monitors at many polling places, declar ed poll workers "did a remarkable job." It also said that while many pro cedural problems existed, there was no indication of fraud. |

Please allow me to explain why the issue is important and real. In Wisconsin, people can register at the polls on election day. So if I move to a new city and fail to register prior to the election, I can sho w up on the day of the election, show proof of residence, fill out the r egistration form, and vote. When this happens, the municipality should then immediately send me a notification at my stated address to verify t he address and add me to the list of registered voters. The incompetent Executive Director of the Milwaukee Election Commission, Lisa Artison, failed to do her duty and mail out the confirmations until a full two months after the election. This is not the first time that she has shown rank incompetence. It is up to Mayor Barrett, who appoint ed her, to decide if it will be the last. In Milwaukee, about 75,000 people went through the process of registering at the polls in the November election. That, in and of itself, seems to be a remarkable number to me, but I have not compared it to other municipa lities. Of those 75,000 registrations, a full 13% of them, or about 10,000 regist rations, are illegible. Presumably the identity of the registrant was c hecked on election day, but since the registration cant be read, there is no way to verify the registration. Off of the bat, we have 10,000 vo tes that were cast in Milwaukee for voters whose existence cant be veri fied. Of the remaining 65,000 registrations for which confirmation cards have f inally been sent, the Elections Commission says to expect that a full th ird of them, or about 22,000, will be returned undeliverable. This mean s that the address was incorrectly written or outright fictitious. Cons idering that most people know how to write their own address and the pol l worker should have confirmed the address from identification produced at the polls, I would say that the majority of these addresses are just outright fictitious. We are up to about 32,000 people who voted on election day who should not have. Of the remaining 43,000 registrants, there will be some who gave a real a ddress, but dont actually live there. There will also be some who have moved since the election. I would say that we could conservatively est imate that 10% of the remaining registrants - at the minimum - will be i nvalid. All told, it looks like there were a minimum of 36,000 votes cast in the City of Milwaukee for which no voter can be produced. In the City of Milwaukee, there were 198, 907 votes cast for Kerry/Edward s and 75,746 votes cast for Bush/Cheney. As you can see, the City of Mi lwaukee came out strong for Kerry/Edwards. So what we have is an instance where there were an abnormal number of ele ction day registrations were filed for which the voters can not be verif ied in a city that voted overwhelming for the Democratic candidate. In addition, the number of voters in question far exceeds the margin of vic tory of the Democratic candidate. There is a strong indication that som e massive voter fraud took place in Milwaukee. Although it appears that the Dems may have won Wisconsin through fraud, thank goodness it did no t change the outcome of the race. The truth is that even if Lisa Artison had done her duty and sent out the confirmations on time, the votes would have still been counted. There is no way for anyone to match a particular vote to a particularly fraudulent voter and remove it. Plus , by the time it was known that the registrations were false, the votes were already counted. The only thing that we can do is reform our elections so that something l ike this does not happen again. Here are two reforms that would greatly improve the integrity of our elections: 1) Stop allowing people to register on election day. It takes 5 minutes and you can do it by mail if you choose. There is no reason that a person cant register to vote prior to an election except for sheer laziness. Even if you mo ve into a new district the day of an election, you have not yet establis hed residence and could vote in your old district (absentee, if necessar y). If you cant establish your iden tity, then you should not be allowed to vote. There are many forms of i dentity acceptable and I would support free identification cards for tho se who do not have the wherewithal to obtain one on their own. Voting is a serious affair that has far-reaching and dramatic consequence s It is long past time that we stop treating it as cavalierly as the d ecision to use paper or plastic. story in the paper about it that has slightly different numbers. It does not alter the argument or seri ousness of the issue. Also, take note how the newspaper begins the stor y with, A Republican lawmaker who advocates a voter ID requirement is c riticizing... That was bad enough, but then to have many of them vote early (possibly as someone else), poll hopping and stuffing ballot boxes, there ought to be a very serious inquiry done at the citys expense, although, I dont trust them to investigate objectively anything at this point. This has to get done via the public, media or perhaps Scott Walker would be able to appoint a fair commission to investigate this immediately. I would hope that the GOP would be incensed by this and would file legal challenges to make sure all records of this election are kept in tact and that the public would have access to them! Politically, this is also a good opportunity to prove where the actual corruption lies. For all the whining the Democrats do, this should be exposed and Jim Doyles refusal to get involved and take steps to clean up our election system via Voter ID legislation, should be exploited in his upcoming re-election bid! My image is on their server and comes up on screen, after which the librarian must confirm. If I did not agree to the image capture I would be asked for an ID every time (except by the many librarians who recognize me sufficiently to pull my hold items off the shelf before I even present my ID). As much as I love my library materials, I do think that voting is at least as important. Sure requiring ID to vote, like Mexico, would solve the problem But think how that would diminish the ability of Mexican citizens to vote in America where ID isnt required. One of those illegal voters was a 73-year-old Brazilian woman whose regis tration was canceled in 1996 after she acknowledged on a jury summons th at she was not a US citizen. But the following year she was again given a new voter card, which wasn't discovered until recently. Records show that since 1997 the woman voted at least four times in general and Democratic primary elections, most r ecently in November. Last year, at least 35 foreign citizens either applied for or received vo ter cards by checking a box on the application saying they were US cit izens, said Harris County Tax Assessor-Collector Paul Bettencourt, who a lso is the county's voter registrar. "If they check yes and they're not a citizen, there is no database that i s open to the public that I know of that you can check against," he said . Bettencourt is investigating at least 70 other possible violators and wil l send a list of suspected offenders to the Harris County district attor ney. Bettencourt said he believes the majority of non-citizens registered to v ote were signed up by third party groups conducting mass voter-registrat ion drives and there was probably no intent to deceive his office. The best way to ensure that foreign citizens are unable to continue regis tering and voting is to have Congress pass a federal law setting up some form of citizenship verification, he said . The Federation for American Immigration Reform, a Washington-based group that advocates reduced immigration, wants a "national citizenship verifi cation procedure" to ensure that voters in US elections are citizens. "Making false claims of US citizenship is all but impossible to detect, " said federation president Dan Stein. Some states and municipalities have allowed foreign citizens living in th e United States to vote. Texas, for example, didn't require voters to be US citizens until 1921. Several municipalities in Maryland allow foreign residents to vote in loc al elections. Similar proposals are under discussion in New York and San Francisco. But Arizona voters in November passed Proposition 200, which requires, in part, that new voters provide proof of US citizenship before being al lowed to register to vote.
