KIEV, Ukraine--Ukraines cliffhanger of a first-round presidential vote was resolved on 10 November when the Central Electoral Commission (CEC) announced that the opposition candidate Viktor Yushchenko had won a ve ry narrow victory over the serving prime minister, Viktor Yanukovych. Both now enter the second-round run-off, on 21 Novem ber, knowing that the gap in votes--just under 156,000--could be easily overturned in a country of 48 million. While there was never any doubt that both would compete in the second ro und--the remaining 20 percent of the electorate was divided among 22 ot her candidates--the actual result was keenly awaited and 10-day gap bet ween the vote and the final count produced some bitter exchanges.

Some of them say they came for their own money, others say that they were paid by the Zaporizhzhya local authorities. Pro-Yanukovich sources don't mention ANYTHING about the events in Kiev and big cities of Ukraine, which leaves people in cities of easter n Ukraine totally uninformed. News journalists have refused to tell lies from the screens, and the TV c hannels which are controlled by Kuchma and Yanukovych don't give any new s about these events at all.

At the same time, Yushchenko asks his supporters to suspend the meeting till tomorrow morning, 24 of November. "I understand that it's very hard to stand in the wet snow all night long . I ask Kiev residents who have apartments and food to accomodate other people. He also asked protesters to show up on the central square from time to ti me in the night to protect the tent town. He also told the people that h e is working to create the National Council for the Protection of the Co nstitution. Its task is to consolidate all state institutions so they ca n work for the future of Ukraine. He didn't say who was involved in the Council and what are its methods.
