This media coverage follows a recent independent poll that has Jindal lea ding with 73 percent of the vote in his campaign, along with the endorse ment of more than 140 local elected officials and a successful fundraisi ng year in which Jindal has raised more than $15 million more than all of his opponents combined. com Way Is Clear for Jindal in 1st District Sunday, August 22, 2004 Stephanie Grace Better get used to calling him Congressman. With all due respect to the democratic process, and to the five unknown a nd underfunded candidates still competing against Republican Bobby Jinda l, this one might as well be in the books. For the most part, it has been all along, even before veteran state Rep. Steve Scalise formally bowed to the inevitable this week. Which makes th e upcoming election for the 1st District's open seat one of the most rem arkable non-events we've seen in a long time. Open congressional seats are the types of races that the diehards normall y live for, the kind that attract a large crowd, plenty of money and a g ood measure of intrigue. A race without an incumbent' is supposed to tra nslate into a race without a clear favorite. Jindal, who has never held elective office and who never lived in the dis trict until he decided to enter the race, has once again emerged as an e xtraordinary force -- much as he did last year, when he stormed past a f ield of seasoned GOP candidates and finished first in the gubernatorial primary, only to fall short in the runoff. This year, with the memory of Jindal's unusually potent combination of po licy smarts, political skills, and fundraising prowess still fresh, most of those who would normally jump at the chance at an open seat didn't e ven bother. AG Crowe, who had b oth hoped to contrast their deep roots in the north shore half of the di strict to Jindal's short tenure in Kenner, decided they couldn't catch u p and skipped qualifying. Scalise, a fixture on the Jefferson Parish scene and one of his party's m ost loyal and energetic foot soldiers (on behalf of Jindal's gubernatori al race, among other efforts), gave it a shot but just couldn't break th rough in the polls or money contest. One of the things that makes all this so amazing is that the 1st District race could easily have been one of the most contentious elections in th e country, not one of the least. Republicans hold an overwhelming advantage there, and both parties conced e that there's virtually no chance the district would ever send a Democr at to Washington. So unlike the more closely divided 3rd, 5th and 7th di strict contests elsewhere in the state, this one isn't going to affect t he balance of power. When that happens, the result is often a one-party brawl, with no outside pressure for a united front and a storyline driven more by personal amb ition more than ideology. Think of the last time the seat was open in 1999, when eventual victor Da vid Vitter confronted five major opponents, and probably would have face d more had the party not tried to clear the field for former governor Da ve Treen. Think of the last open election in the largely Democratic 2nd District, when William Jefferson survived a brutal fight against Marc Mo rial and four other well-known hopefuls. There's no questio n that Jindal is a potential political star, and his Indian ancestry mak es him an asset to party that's eager to present a more diverse picture. Scalise and GOP officials say there's no connection between his departu re and the Bush campaign's offer of a position on the presidential campa ign, but the development makes it less awkward for the GOP to aggressive ly promote Jindal, perhaps as soon as during next week's convention in N ew York. That would be the next logical step in Jindal's brief journey from whiz k id to future Congressman.
