Conservative Firster LOS ANGELES - Los Angeles County has millions of adults who struggle to read and write English - yet only about one in five enrolls in a literacy program and half of them promptly drop out, according to a study released Wednesday. The survey documented a situation the county has faced for decades: A large population of immigrants struggling to learn a foreign language. A majority of adults who enrolled in literacy programs wanted to learn skills needed for their jobs or to find work. But only about 30 percent of the programs were tailored for workforce needs, the survey found. "We're basically wanting to shine a spotlight on the problem. The needle is not moving, and it's getting worse," said Terri Clark, executive director of the Literacy Network of Greater Los Angeles, which did the survey with United Way. Clark said many non-English speakers work several jobs that prevent them from regularly attending English classes. The survey was conducted from last September to January and was based on results of an eight-page questionnaire filled out by 97 organizations that provided 356 literacy programs. The participants included libraries, school districts and nonprofit groups. Among the findings: _ About 38 million people 16 or older in the county had "low-literacy" levels, based on 2000 Census data. That included those who, for example, couldn't read a prescription bottle or bus schedule. The survey offered recommendations for a five-year initiative to improve literacy, including connecting English learners with employers and educating 1,000 workers with English-language deficiencies during the next two years. Clark said the campaign plans to raise $2 million during the next year.

I live in Los Angeles and have actually had to speak "Mexican" to get an order at a fast food restaurant -- try getting proper change! Mother and sister are public school teachers and their stories are enough to curl your hair. Our hospitals are broke and closing, all due to the huge influx of illegals who use our emergency rooms as their own private, FREE healthcare services -- since of course legally they don't have to show legal residency. No emergency ward can turn away anyone -- so illegals know to get their free health care of anything from a headache to child delivery in our emergency wards...
It can be estimated that if Bush's Guest Worker - Amnesty plan takes hold there will be 5 million per year immigrating nationally, Therefore according to Bush, over his reign for the next 4 years, 20 million would do it. Most of these new arrivals would be setting in the southwest in communities like Los Angeles where they already have enough as it is.... Local Government is clogged with having pay for translation and education of every aspect of business for it's illiterate population. Presently out of the of 87 million in LA county, 33 million speak Spanish as a primary language, which represents 37 % of the population. With more arriving everyday, mostly from the southern US border, it is a challenge for the legal residents of the county who are left to pay for the added infrastructure that is needed to support the massive influx. While in the meantime a minority of businesses are plagiarizing the cheap labor and reaping huge profits and while politicians rise to power plagiarizing on the illiterate voting block. Loretta Sanchez, a democrat was elected in So Cal by a scandal a few years back where illegal immigrants were alleged to have voted. We should stop being dumb and jump on the welfare wagon instead of pulling it. If Republicans and Democrats are both pushing socialism, let's take all the benefits we can get. In fact, the next time I need health care, I "no habla English."
