        What you can do about the hopefully not COMPLETELY IMMINENT
        war on iraq.  I admit that some of them are kind of
        naive and uneffective, but what else are you going to do?
        \_ You've probably seen the flyers but there will be a march in the
           city tomorrow afternoon. The global exchange website has a link to
           that tells the details. I won't make it and I'm curious what other
           stuff people know about. I've written my letters and called my
           reps. I'm looking for things outside of Berkeley. -- ulysses

                             things the Bush administration has done is
                             to put 1.5 Billion dollars into Hydrogen
                             fuel cell reesearch, primarily for automotive
                             aplications.  why they didn't try to get more

                    leadership system, no concept of transition or government.

Call or Fax the White House to express your opposition to an invasion of Iraq. The United States Congress has voted for going to war with Iraq, failing in its duty to represent a deeply divided American public. Contact the White House at 202-456-1111 (tel) or 202-456-2461 (fax). Write a letter to the editor of your local newspaper saying why you oppose the war on Iraq. Your letter should be from one to three paragraphs long. Possible points to make include: the Administration has not presented an adequate justification for going to war; Iraq does not pose a clear and present danger to the US; You can find out where to send your letters by looking on the letters to the editor page of your local newspaper. Email a friend and ask them to join you in opposing the war. Join the national mobilization to stop the war on Iraq by organizing an anti-war event (a rally, march, vigil, teach-in, or other action) in your community. Distribute flyers about why people should stop this war before it starts. Good, heavily trafficked locations include bus stops, subway stations, grocery stores, college campuses, libraries, and churches, among other sites. Organize a weekly vigil against the war at the US federal building in your city, at the office of a Congressperson who supports the war, or at another public place. Call a press conference where local community leaders, religious leaders, veterans, politicians, and others can speak out against the war. Once you have some community leaders who are willing to speak out against the war, determine the time and location of the press conference, send a press release to local media outlets, and then follow up with a phone call to tell editors and reporters what you're doing. Educate yourself about Iraq and the US accusations against Saddam Hussein so you can discuss the issue with friends, family, and even strangers. We won't be able to stop this war if we can't convince people who don't agree with us to come over to our position. Place a ''No War on Iraq'' banner in a prominent public place. Even if the banner is taken down within a few hours, people will see it while it's up, and they will realize that the opposition to this war is growing. You can hang banners from freeway overpasses and out the windows of buildings in downtown areas. It's easy to make a banner: just use paint or markers on a white sheet. They will undoubtedly have other ideas for how you can work to stop the war. Some peace groups that have chapters in many cities and towns include Peace Action and the American Friends Service Committee. You can also look at the events section on the United for Peace website, and see what groups are sponsoring events in your community.

ITS-Davis Director Dan Sperling weighs in in the new Issues in Science and Technology. Daniel Sperling, Director of ITS-Davis, believes there is some merit in the Bush administration's decision to redirect federal funds away from a nine-year-old Clinton-era research program for more fuel-efficient cars toward one with a narrower emphasis on hydrogen fuel-cell technology. However, he argues, the new Bush plan must not be allowed to undermine immediate, short-term support for reducing fuel consumption and emissions. Thus, if oil consumption and carbon dioxide emissions are to be restrained, more immediate policy action will be needed. It set a goal of bringing to market by 2004 a family sedan with triple the fuel economy of today's vehicles (about 80 mpg), while still being affordable and safe. In January, the Bush Administration announced it was scrapping the partnership and introduced FreedomCAR, which would focus federal funds on development of hydrogen-fuel-cell-powered vehicles. The announcement was greeted with skepticism among environmentalists, who felt the new plan would do nothing to decrease America's dependence on foreign oil for at least a decade, and by some business interests, who decried government support for what they consider an implausible technology. In fact, Sperling pointed out, FreedomCAR (the "CAR" stands for cooperative automotive research) is hardly a major departure from the older program. The increase in fuel cell funding came about as automakers increasingly withheld their knowledge of hybrid electric technology and withdrew from publicly funded research on hybrids, because they were bringing their own hybrid vehicles to market. However, a major shortcoming is the lack of any incentives for automakers to engage with energy companies to develop a system to manufacture and distribute the hydrogen fuel that fuel cells need. Sperling suggested a better use of limited funds would be to support "small innovative technology companies and larger technology companies that are not already major automotive suppliers;
