        \_ He might also be talking about an "open-ended question," which
           grade school teachers call essay prompts these days.  It's
           basically a question that has no right answer but can be answered
           intelligently nonetheless.

           an open question, while "Should we extend BART to San Jose?" is an
           open-ended question.
           \_ well... most of terrestrial life is "outside" the earth...
