Furthermore No-Brainer We've heard plenty of red-tape horror stories, but this one's a bone-a-fied shocker: Confusion over who would pay for the surgery left an uninsured Utah woman who had half her skull removed following an auto accident waiting nearly four months to have the missing piece replaced. During that time, 22-year-old Briana Lane says she suffered excruciating pain and wore a plastic street hockey helmet to protect her brain. The hospital, which originally canceled the surgery over the billing beef, miraculously rescheduled the operation after Lane contacted a local TV station. It's still not clear who will pay for the surgery, but a neurosurgeon called the delay inexplicable. "There's no reason not to replace that as soon as you can," he said. The Southern California city of Garden Grove, aka "Little Saigon," has distinguished itself: It is the first US city to declare itself a "no communist" zone. Garden Grove's city council drafted a resolution that stated it "does not welcome, or sanction high-profile visits, drive-bys or stopovers by members or officials of the Vietnamese Communist government." The city is home to about 90,000 residents of Vietnamese descent, many of whom are political refugees, and many don't take kindly to visits from Vietnamese government delegations. Said one refugee, "They claim they want reconciliation with the Vietnamese community here but they drive through Little Saigon in motorcades with lights blazing and with motorcycle escorts as if they own the place."
