7/12    Does Bay Area Fastrak charge monthly fee if you don't use it?

              \_ I know, $3/month if you don't use it at least 3 times a month.
                 I guess the good thing about it is that it can let you
                 select 1,2,or3 occupants and the rate will be adjusted.
                 Still, it is lame to have a tiered service.
